Funding Status Update for EPA-Mandated Galvanized Service Line Replacements
The utility is actively working to secure funding for the replacement of galvanized service lines as required by the Environmental Protection Agency. The planned replacements will take place in a phased approach from 2026 through 2033, ensuring a structured and efficient process as funding becomes available.
All funding for these replacements will flow through the utility and will be structured to ensure that customers do not bear any costs for the necessary work. The utility is aware of the service lines that are required to be replaced, and no process is needed by the customer to obtain funding unless your service line is of an unknown status. Status of your service line is available on the University of Minnesota Service Line Replacement tool: https://maps.umn.edu/LSL/. If the utility department is unaware of your service line material, we will be reaching out to schedule a home visit or get additional information from the homeowner. If you would like to schedule a home visit to identify an unknown service line, please call: 218-829-2193. The replacement schedule will be outlined and planned according to funding availability, with work occurring in stages over the designated time frame (2026 through 2033).
Utility staff have met with the Minnesota Department of Health and Minnesota Rural Water Association and are actively coordinating with the necessary City departments to ensure compliance with all funding requirements. All replacements throughout the state/country must follow similar funding requirements. These requirements and planning phases take time and are in process.
As we progress in securing funding and finalizing the implementation plan, we will provide updates on the utility website. We appreciate your patience and cooperation as we work to ensure safe and reliable water service for our community.
